Frank Shumway, 80, who was an inspector for Sante Fe Railroad 40 years in Winslow before retiring here in 1965, died Jan. 23, 1981, in Mesa Lutheran Hospital. Mr. Shumway, 529 S. Solomon, was born in Taylor. He had been a bishop for the Church of Jesus Christ of Latter-day Saints in Winslow and served on the church's Flagstaff stake high council and on the temple presidency here. He also was active in Boy Scouts. Survivors include his wife, Mabel; children, Joyce Be-ydler and Richard; a sister; seven grandchildren and 12 great-grandchildren. Services will be 10 a.m. Tuesday at the LDS Church Ninth Ward Chapel, Solomon and Broadway. Friends may call from 7 to 9 p.m. today at Gibbons-Bunker Garden Chapel, 33 N.
