Clements, a member of the Muscular Dystrophy Association's national board of directors, died Thursday of a brain tumor. He was 58. In a statement, MDA National Chairman Jerry Lewis said he is deeply saddened by the news. "MDA has been blessed over the years with the leadership of thousands of people from all walks of life," Lewis said. "Bill Clements was a star among these terrific volunteers." Robert Ross, MDA executive director, said Mr.

Clements was instrumental in the 1991 relocation of MDA's nationat headquarters from New York City to Tucson. "He helped save the organization substantial sums of money with the move and assisted us in a million and one ways," Ross said. "He was an extraordinary human being. I'm really shook up." Mr. Clements was president and CEO of Tucson-based Golden Eagle Distributors, a statewide company he founded with his father in 1974.

He had a doctorate in chemistry from the University of California at Berkeley. Survivors include his wife, Ginny, daughter, Kimberly, and son, Christopher. A visitation is scheduled for 7 to 9 tonight at Adair Funeral Home in Tucson. Services will be held at 1 p.m. Saturday at St.

Philips's in the Hills Church, Tucson. Charles Carmin Tassey, 81, of Phoenix, retired construction-company superintendent, died Feb. 17, 1995. He was born in Weirton, W.Va. Survivors include his daughter, Faith Ann; son, James; six 19 great-grandchildren.
