She went to elementary and high school in the Valley, and received her degree in Spanish and art from the University of California-Irvine. Through her sister, Ogilvy met her husband, David, nearly 28 years ago. The two were wed shortly after and would have celebrated their 27th wedding anniversary on Thursday. Mrs. Ogilvy is also survived by her parents, Nancy Skiles and Charles; sisters, Ann Goodman and Nancy Hall; and brother, Charles Dunlap.

Mrs. Ogilvy's grandfather, John Dunlap, now deceased, was mayor of Phoenix in 1905. Services will be at 3 p.m. Wednesday at St. Barnabas on the Desert Episcopal Church, 6715 N.

By Janelle Cowgill The Arizona Republic Mary Skiles Dunlap Ogilvy, a fourth-generation Phoenix resident and advocate for Arizona history, died Jan.

16. She was 49. Mrs. Ogilvy dedicated herself to various state charities, including the beautification project for the Orpheum Theater. "She was a real volunteer for the community," said Posey Nash, a lifelong friend.

Mrs. Ogilvy also was instrumental in the development of the Phoenix Museum of History and was its past president. When Nash ran for Phoenix City Council, Mrs. Ogilvy was involved in her campaign. "She was a highly intelligent woman, very matter of fact, very forthright, one of the finest friends anyone could have," said Nash, adding that the two were debutantes together.

Mrs. Ogilvy's wild sense of humor often shone through, Nash said, especially with the formation of the Kazoo Band. Wherever she went, whether it be weddings or other social functions, she'd play and later hand From Page Bl Census committees. Government's baseline Although in fast-growing Arizona the deciennial headcount isn't much more than a snapshot of how many people there are on a given day, the numbers become the government's official baseline for the next 10 years.

Census figures are used to draw political boundaries, plan for new roads and highways, assess needs for government services such as school lunch and public safety and, most important to local officials, distribute state and federal revenue for scores of programs. The Maricopa Association of Governments says one household can generate as much as $1,000 a year in government funding. frith Scottsdale. Maricopa County was under-counted by 2 percent or more in 1990. Part of the public campaign will focus on the main component of the census, the forms that are sent to every household. In 1990, just 62 percent of Arizonans returned their form on time, slightly below the national average of 65 percent. The bureau has set a goal of increasing that rate by 5 percentage points.

In Arizona, the bureau will pay special attention to several of the hardest-to-count populations: the homeless and low-income families, whose address often depends on their financial condition; minority communities, where language can be a barrier; winter visitors and the extremely mobile; and high-growth neighborhoods where houses are sprouting faster than street signs. Accurate-count panels Most Valley cities have created accurate-count committees and are teaming up with churches and community groups to spread the word. In some cases, city planners hit the streets to check Census Bureau address lists against what's really there. Harry Wolfe, MAG's socioeconomic program manager, said the bureau agreed to work with the fastest-growing cities to make sure new homes showed up on address lists all the way through the spring. Bureau workers will actually deliver forms to some north Scottsdale neighborhoods, catching up with families moving in as late as April 1.

The bureau also created a plan to count homeless people. Robert Hall, assistant manager for field operations in the Central Phoenix office, said workers will visit homeless shelters March 27, soup kitchens March 28 and on March 29 will scour parks, riverbeds and other places where homeless people congregate. "We're specifically focusing on those areas where it has been the hardest in the past," he said. To reach other hard-to-count communities, the Census Bureau will hang posters, produce public service announcements for radio and television, distribute brochures and meet with people at schools and churches. Workers will be available to translate where needed.

Right messengers Margie Emerman, co-chair of the minority outreach committee for the city of Phoenix, said the key to successfully reaching some of the communities is to send the message with people recruited from their own neighborhoods. "What we've tried to do is put ourselves in the position of a hard-to-count person and ask who would they trust," she said. "We make sure the message is for them, something very deliberate so they understand why this is one time when everyone needs to be counted." Part of that message, Census Bureau officials acknowledge, is that no one should fear being counted, even if their status with the government isn't as legal as it should be. "If a person is here physically, they count," said Enrique Medina, a media specialist for the bureau's Phoenix office. "It doesn't matter what their status is, whether they're documented or not." 1 killed, 1 hurt in shootings in park Gunfire erupted Monday evening at a Phoenix park not far from Bell Road, leaving one young man dead and a 15-year-old boy wounded in the leg. Police were called to Conocido Park, near 33rd Avenue and Beverly Lane, after neighbors called to report the gunfire, said Lt. John Humphrey, a supervisor. They found the boy, who was taken to John C. Lincoln Hospital-North Mountain, then discovered the other victim, Humphrey said.

Paramedics placed him on a picnic table and worked on him in an unsuccessful attempt to save his life. Neither victim was immediately identified. No motive was offered for the shooting. Police were looking for cars seen leaving the area. One neighbor, Betty Sanchez, said she thought the sounds may have been firecrackers, but knew something more serious was happening when the police helicopter later circled the area.

SACATON Officials suspect arson in destruction of church The fire that destroyed St. Anthony's Catholic Church over the weekend in Sacaton is being investigated as an arson, authorities said Monday. The church, an adobe building constructed between 1929 and 1932, was set afire early Saturday. The walls are intact, but the ceiling, roof and floor were destroyed. Gary Bohnee, a spokesman for the Gila River Indian Community, said the building cannot be repaired.

Doug Jones, district chief of the Gila River Fire Department, said investigators from the FBI and the U.S. Bureau of Alcohol, Tobacco and Firearms were sent Monday to help in the investigation.
