J'( 1 "i- jva iijbi' I 1 The bill now before congress to aid home building in the nation could be of much greater help if amendments urged by the National Association of -Home Builders were adopted, according to Ralph Burgbacher.

Burgbacher, president of the Arizona Home Builders. Asso- ciation, pointed out these amendments are not so much for the benefit of his industry 1 as they are for purchasers of homes. Last week association officers sent telegrams to all members of Arizona's congressional delegation, urging support of cer-tain provisions in the proposed bill. These are: 1 MAXIMUM 2 per cent investment requirement of Federal National Mortgage Association to prevent excessive discount for use of this new fa- -cility. 2 Continuation of the one-for-one plan on the present portfolio of FNMA.

This plan has provided Arizona its first, large-scale veterans and FH A financing for outlying communities. 3 Purchase by FNMA of any type of FHA-insured or VA-guaranteed mortgages. 4 Provision for 95 per cent FHA financing for mortgages up to $10,000. The association also feels definitely that imposition of administrative discretion over down payments, mortgage amounts, and amortization terms seriously interferes with sound long-term planning by the home building industry and should be stricken from the new housing bill," the telegram stated. "WE ALSO sincerely request that you vote against public bousing and in its place urge expansion of Sec.

Hall's Advertising Ideas Given Recognition By HENRY FULLER Real Estate Editor The huge 300-unit family rental project of the Housing Authority of Maricopa County at 19th Avenue and Buckeye is due to be completely finished by May 1 and possibly all space will be ready by April 15. This is the largest federally-subsidized low-rental project developed in the Phoenix area since such housing developments were authorized by congress. The land cost the authority $86,411 for 38, acres.

Farmer and Godfrey, contractors, erected the buildings at. a cost of $1,664,000. Bricklayer and painter strikes have held up completion of the work, which was undertaken 15 months ago. DESIGX OF the 150 duplexes and the general layout of the property was made by Lescher and Mahoney, architects. Each apartment has cost approximately $6,000.

These apartments will rent on an $18 a month basis for a. couple with no children, and an Income not exceeding $2,400 a year. For each child in the family an additional allowance of $100 upward in income is allowed. Thus a family with four children would be eligible to rent an apartment if its income was up to $2,800 a year. A casual inspection of the 101 apartments already occupied disclosed yesterday that the vast majority of tenants have two or more children.

SINCE of the apartments have only two bedrooms, none too large, the question arises immediately to anyone looking over the project as to what these families will do for space within the next few years. 5 Fred Norton, commission chairman, says his office is screening all applicants with greatest care to make sure that none are accepted who can afford a higher rent. So far the apartments have been filled as rapidly as they were completed. The buildings are masonry construction with rigid asbestos shingle roofs. Interior walls are not plastered, but are painted in attractive pastel shades.

Stoves and refrigerators are included as part of the equipment There are ducts, for air-cooling and gas heating. Only the living room has a door for the clothes closet. The bedrooms have recesses before which curtains can be hung. The windows have steel sash and are screened. There are small concrete slabs for the front and back porches, both roofed over.

ALL LAWNS are being put in at present and landscaping set out. Each apartment has its steel clothes poles and lines in' the back yard. Streets are paved and curbed. Sidewalks are in. For. the city, the quarter racked up a total of $6,366,929 in permits granted, slightly better than the same quarter in 1953. However, the total would have been below last year's mark, had it not been aided by the $2,740,000 permit issued for the new First National Bank of Arizona building job. County permits totaled for the first three months, well above the total for the first quarter of 1953. March started out as though there were little county construction in prospect Total permits dropped to less than $1 million, a week.

But the last half of the month showed a remarkable pickup in permits issued for new houses. More than 300 permits for houses were issued during the last two weeks of the showing that builders are continuing to enjoy a brisk demand for new homes.
