ociover 10, 1904 The Arizona Admissions cut at home for elderly By PAT SALLEN Arizona Republic Staff Maricopa County has stopped admitting patients to the 58-bed Hilton Nursing Home and has transferred several patients to other facilities because of problems discovered during visits by county staffers earlier this month. The inspections were prompted by complaints 1 from patients' families, said Foster Northrup, director of the county's Long Term Care Program. Northrup said his staff moved four patients Friday, one Saturday and a handful Monday to other facilities because of Hilton's problems. The county suspended admissions as of Friday. Northrup said an inspection of the home found problems with the cleanliness of the nursing home and of the patients themselves, inadequate staffing, a high staff-turnover rate and inadequate treatment rate and inadequate treatment plans.

The patients removed were ones "at high risk, who had complicating medical problems," he said. The nursing home's operator, Anthony Simonetti, declined Monday to discuss the county's specific criticisms of his nursing home. Another inspection of Hilton, 1031-N. 34th will be conducted by Northrup's staff today at Simonetti's request. Responsible for the care of indigent elderly and disabled people, the county has contracts with 45 nursing homes to care for about 2,200 people.

Maricopa County had 48 patients in Hilton. Northrup said county staffers weekly visit the nursing homes it contracts with, but he said that "situations can change quickly" even with such frequent contact. periodically get in situations where nursing homes will fall below standards," he said. Penney Co.

30 years, died Oct. 14, 1984, at Phoenix Baptist Hospital and Medical Center. Mrs. Carroll was born in Phoenix, where she resided her life. She retired in 1960.

She was a member of the Rebeckah Lodge. Survivors include her nephews, James Robert E. and C. Richard Stevens. Services will be 2 p.m.

Marjorie A. Ledbetter GLOBE Marjorie A. Ledbetter, 60, of Globe, died Oct. 13, 1984, at the University of Arizona Health Sciences Center in Tucson. Mrs.

Zelma E. Bomar McDonald Zelma Elizabeth Bomar McDonald, 84, a retired schoolteacher, died Oct. 13, 1984, at Colter Village nursing home. Mrs. McDonald, of Phoenix, was born Alvarado, Texas, and moved to Arizona in 1934.

Winifred B. Cowan MESA Winifred B. Cowan of Mesa, who had been a piano teacher 35 years in her native Sioux City, Iowa, died Oct. 13, 1984, at Valley Lutheran Hospital. Mrs.

Cowan moved to Arizona in 1969 from Sioux City. She graduated from the school of music at Morningside College and studied in New York City before returning to Sioux City. Mrs. Douglas, of Yuma, was born in Morgantown, W.Va., and moved to Coolidge in 1907. She opened the Shell Service Station in Coolidge in 1924, one of the first businesses in the area. "I wouldn't be too happy if I were one of the other bidders," said House Majority Leader Burton Barr, R- Phoenix, who has met with Babbitt several times and written letters expressing his concern.

One big concern, Barr said, is that Chanen's original project manager, who has 25 years' experience in prison construction, has left for Saudi Arabia. In an Oct. 4 letter to Babbitt, Barr reminded the governor that he had promised to have the project manager reinstated. An oversight that could run up construction costs by tens of thousands of dollars, Barr said, is the absence of a "reuse" clause to prevent paying for the same design more than once.
