THE ARIZONA REPUBLIC Kirkpatrick now more receptive to gun control Associated Press FLAGSTAFF U.S. Rep. Ann Kirkpatrick was a staunch supporter of gun owners' rights when she first served in Congress, but the Flagstaff Democrat is not making blanket statements supporting all such rights since the December school shooting in Connecticut. Kirkpatrick wrote in a recent guest column for the Arizona Daily Star that "everything should be on the table," includ ing assault-weapon laws. "The mass shooting in Connecticut has launched our nation to a new level of grief and outrage.

It's all painfully familiar to southern Arizonans. As a former prosecutor and con-gresswoman and as a mother I know we must act. Our children's safety is at stake," Kirkpatrick said in the column. Her mention of southern Arizonans was an apparent reference to the 2011 mass shooting outside Tucson in which several people were killed and then-Rep. Gabrielle Giffords was gravely wounded.

Kirkpatrick served one term in the U.S. House before losing a re-election bid in 2010 to Republican Paul Gosar. Gosar ran for re-election in a different district in 2012 following redisricting, and Kirkpatrick beat Republican Jonathan Paton in November to return to Congress. Kirkpatrick represents the largely rural 1st Congressional District, which runs from Flagstaff and the Navajo Nation on the north to the outskirts of Tucson on the south. Kirkpatrick said in 2010 that she opposed bans on some types of weapons, and she called firearm ownership a fundamental right.

"I think people should be able to legally purchase and carry the gun that they want," she told a caller to a radio show in 2010. During a public call-in meet ing she held in 2010, Kirkpatrick said she opposed bans on some types of firearms, opposed District of Columbia and Chicago laws barring private ownership of some types of guns, and supported allowing guns in national parks. "It may be more important than ever to protect the right to bear and keep arms, because too many people in Washington right now do not share or understand our values," she said in a 2010 prepared statement. It didn't happen, and here we are, 22 years later, many deaths later, asking the same questions. The fact is there are things the state Legislature can do. There have always been things the state Legislature can do. The year after Butch Choisser killed himself, a mentally distraught man barricaded himself in a house and began firing a rifle, wounding six people and killing two others, including Phoenix police Officer Leonard Kolod-ziej.

The man then killed himself. Authorities learned later that the man had spent time in a psychiatric ward. But he still managed to get a firearm. Nothing was done after that instance, either. Earlier this week, in outlining his gun-safety proposal, state Rep.

Chad Campbell said he wants the Legislature to fully fund non-Title 19 services for the seriously mentally ill. "This is something that we can't ignore," Campbell told weapon to his family, they took it back to the store where Ryan purchased it, hoping to return the gun. They were told that because the weapon had been used, there would be no refund. Rep. Campbell's proposal also would include a provision to fully expand Medicaid coverage for individuals with an income up to 133 percent of the federal poverty level.

Doing so would afford mental-health care to low-income residents by way of the Arizona Health Care Cost Containment System. It's one way of acknowledging that our gun-violence problem isn't only about guns. The National Rifle Association and other elements of the gun lobby are correct in point ing out that laws dealing only with firearms won't fix things. If the mentally ill don't get the help they need, no legislation will be effective. We know this.

We've known it for a long time. In my neighborhood in 2004, a delusional man shot and killed Phoenix police Officers Eric White and Jason Wolfe. There's a plaque near the scene, honoring the service and sacrifice of the two officers. It's nice. It's not enough.

He's right. His plan includes results-based incentives for care providers, because as much as we want to keep weapons out of the hands of those with mental-health issues, it works only if those patients are receiving the care they need. We've pretended the problem doesn't exist for a long time. Twenty years ago, I was contacted by the family of a man named Hal Ryan, a manic-depressive with drug and alcohol problems whose hands visibly trembled and who still was able to purchase a handgun and a box of hollow-point bullets. He graduated from Pomona High School and went on to spend four years in the United States Air Force. While in the Air Force, he set his eyes on the Orange Show Queen, Marcia Barnhart, and they married in 1952. They were bound by their love for one another, their two children, and their poodles. They were married for 53 wonderful years before the passing of Marcia in 2006. Bud enjoyed a successful career where he owned and operated a corrugated box company in Ontario, California.

He retired and moved to Scottsdale, Arizona, where he lived for 18 years with his wife. He made many friends in Arizona and eventually moved to Suwanee, Georgia after his wife's passing, where he lived with his daughter, Lisa, and son-in-law, Ed Wooster. Bud treasured his grandchildren and loved to brag about them. He sincerely enjoyed watching his grandson, Benjamin Wooster, play football for Wake Forest University and attend medical school at the Wake Forest School of Medicine. He also enjoyed watching his granddaughter, Hope Wooster, attend Clemson University where she is studying Early Childhood Education, and was looking forward to watching his other granddaughter, Kelly Stoner, graduate from high school this year and start her college career.

Bud touched the lives of so many people. He always had a kind word to say and made everyone around him feel good. He displayed a great sense of humor and loved the phrase, "Whatcha been doin?" He was very active, loved the sport of golf, and enjoyed traveling the world, primarily by sea. Bud is survived by his two daughters and their husbands, Lisa and Ed Wooster of Suwanee, Georgia and Kim and John Stoner of Temecula, California. He is also survived by his three grandchildren, Benjamin and Hope Wooster, Kelly Stoner, and his beloved sister Peggy Jean Hope, who at first sight of him, referred to him as "my little buddy." That name was eventually shortened to "Bud," which endured throughout his lifetime.
