CITY FINAL D14 THE ARIZONA REPUBLIC TUESDAY, Mean streets: Nicaraguans resigned to terror of By GEOFFREY BIDDULPH Arizona Republic Correspondent JINOTEGA, Nicaragua Juan Irene Riso still carries the scars of the October bus ride from his home town of Pantasma to Jinotega in northern Nicaragua. A mile out of Pantasma, the bus hit a land mine. People and bus parts went flying. The noise of the explosion echoed off hills. Passengers wandered.

around in a dazk, taking care of their wounds and trying to help the seriously injured. Six passengers died in the Oct. 20 blast. Almost all of the others were injured. Leaning on crutches as he waited recently for another bus to take 1 him back to Pantasma, Riso: remembered the blast.

An evangelical pastor, he was traveling to a religious event here when the bus hit! the mine. The explosion blew away part of his foot. Riso and other Nicaraguans waiting in the dusty marketplace that serves as a bus terminal here accepted the mining of the road with the same kind of stoic resignation many Nicaraguans have to the effects of the 5-year-old civil war. recent telephone interview from Tegucigalpa, Honduras, that the rebels use mines against civilian targets. Icaza suggested that the Sandinistas may be planting the bombs themselves for propaganda purposes. Many independent observers say it is unlikely that the Sandinistas would plant the mines on roads traveled by their own vehicles. And Sandinista troops regularly sweep the roads searching for mines. The use of mines has made Nicaragua's horrendous transportation system even worse.

Lack of foreign, exchange and a U.S. trade embargo have made it: nearly impossible for Nicaraguans to find spare parts, for their buses and trucks. The result is that fewer buses travel along the hazardous dirt roads. But the vehicles that do traverse the highways are overloaded with people. This makes each mine more deadly.

Pedro Jose Gutierrez, a young merchant traveling to Pantasma from Managua, stopped to ponder this thought before he crowded onto the bed of a Chevrolet pickup. "What if we hit a mine?" Gutierrez mused. "Well, that will just be tuerce, won't it?" Margaret Mary Benz, 76, a Phoenix homemaker, died Feb. 13, 1987, in Phoenix.
