a The Arizona Republic Wednesday, January 13, 1988 FINAL SEB REPUBLIC WORLD NATION CITY John Johnson; minor-league baseball chief The Associated Press TAMPA, Fla. John H. "Johnny" Johnson, president of the National Association of Professional Baseball Leagues for the past decade, died of cancer Tuesday at age 66. Mr. Johnson, considered the commissioner of minor-league baseball, had a career in professional baseball that spanned 41 years.

After 22 years with the New York Yankees in various positions, he was elected president of the association in 1978. Under his control, it stabilized and grew from a wobbly financial base to an organization encompassing 17 minor leagues and 176 teams throughout the country. Mr. Johnson was the chief regulatory voice of the game. He saw to it that minor-league playing sites conformed to association standards, oversaw player contracts, arbitrated disputes, negotiated certain contracts and set up annual winter meetings.

Ex-lawman scorns U.S. indictment By PETER KATEL Republic Mexico City Bureau MEXICO CITY A former commander of the Mexican federal police Tuesday declared his innocence of charges made by a U.S. grand jury, which he said had no right to indict him. "I don't have to answer to any foreign court," Jorge Armando Reyes, 35, told reporters.

A Los Angeles federal grand jury indicted Reyes last week as an accessory after the fact in the 1985 kidnapping and murder of Enrique Camarena Salazar, a U.S. drug agent. Reyes has served two years and four months in prison on a related charge of taking a bribe in allowing drug trafficker Rafael Caro Quintero to flee from Guadalajara, Jalisco, on Feb. 9, 1985, two days after Camarena had been kidnapped. Caro Quintero, who is awaiting sentencing in Mexico for Camarena's murder, was indicted in the same crime by the grand jury.

Despite his conviction, which he is appealing to clear his name even though he has served his sentence, and despite his dismissal from the police, Reyes presented himself as a defender of Mexico's campaign against illegal drugs. "I ask American authorities what they've done in their own territory. Nothing," he said. After Camarena's body was discovered the next month, Reyes, a 17-year veteran of Federal Judicial Police, roughly the equivalent of the FBI, was arrested on the grounds that he had taken a check for 60 million pesos then about $270,000 from Caro Quintero at the airport. Prosecutors said that even if Reyes had not taken the check, he allowed Caro Quintero to flee in expectation of payment.
