Poison threats to towns' water affect 70,000 United Press International NEW ORLEANS Threats from anonymous callers that cyanide gas had been dumped into municipal water supplies spread Sunday through southern Louisiana, closing schools and depriving nearly 70,000 people of water. No cyanide gas was found in any of nine communities targeted by callers, but officials said the flushing and testing of water would disrupt service for at least 48 hours. Police dispatcher Velma Boss in the community of Sunset said a man called with a warning shortly after 9 p.m. Water service to the St. Landry Parish town's 4,000 residents was shut off immediately, and testing was begun.

"The major toll is what it does to the people in these towns," said Nick Nixon, spokesman for the Central Louisiana Electric Co. that supplies water to Crowley and Eunice. "The people have no water. They can't go to the bathroom. They can't brush their teeth.

Their lives are disrupted. It's just. downright he said. Water systems in Crowley, Eunice, Rayne and Broussard were shut down and flushed with chlorine Sunday in order to render harmless any cyanide that might be present. A caller also told a crisis line in Houma that cyanide would be placed in that community's water system, but officials said water service in the city of 45,000 had not been cut off and tests showed no evidence of contamination.

Other targeted communities are Abbeville, Delcambre and St. Gabriel. State health officials said their frustration was growing as calls multiplied. State Health Department. spokeswoman Sue Ellen Lewis said authorities realized their warnings to the public might encourage other people to phone in poisoning threats, but they feared the consequences if they did not caution water customers.

Killer ice storm pelts Northeast; West is buffeted An ice storm blamed for 27 deaths sent cars and trucks spinning into ditches across the Northeast on Sunday, and another big storm blasted the West Coast with rain, gales and high waves, and snow in the mountains. And the National Weather Service warned northern West Coast residents that a series of similar storms are building off the coast and could slam northern California and the Pacific Northwest at 30- to 40-hour intervals beginning Tuesday night. California's Highway 1 was closed Sunday by a mudflow about. 20 miles south of the scenic Big Sur region, and the Highway Patrol said it will be closed for two days. California Emergency Services spokesman Max Veal said a 7.2-foot tide was expected this morning in the Sacramento-San Joaquin Delta.

Winds gusted to 68 mph, and 15-foot swells were hitting the coast. A tourist was washed off a rock at Pescadero Point on the Monterey Peninsula as he posed for a photo, sheriff's Sgt. John Darling said. "The body was sighted by an Army helicopter, but the sea was so rough, they couldn't retrieve it," he said. In the Sierras, 200 miles east of San Francisco, forecasters warned of high winds, heavy rain and more snow in areas where an Alaskan storm dumped 2 feet of snow Saturday.

In the East, freezing rain and sleet across northeastern Pennsylvania, eastern New York and much of New England caused many accidents, some fatal. Freezing rain on Sunday forced President Reagan to use a car rather than a helicopter to return to the White House from a weekend at the Camp David, presidential retreat. The storm had frosted the Deep South and parts of the Midwest late last week, contributing to 15 deaths in the Carolinas, Alabama, Georgia, Texas, and five in Illinois, Wisconsin and Kansas. On Sunday, two teen-agers were killed in West Virginia when their car slid off an icy highway, and five people were killed in four separate traffic accidents in upstate New York. Seitz was born in Fullerton, and moved to Mesa from Denver 11 years ago. She is survived by her husband, Fred; son, Bart; a sister and brother; and two grandchildren. Memorial services will be 2 p.m. today at Coronado Mobile Home Park, 2700 E. Allred.

Melcher's Chapel of the Roses made arrangements. Dorothy McCaffery Dorothy R. McCaffery, 71, a retired nurse, died Jan. 22, 1983, at Good Samaritan Hospital. Mrs.

McCaffery, of 1826 E. Culver, was born in Clinton, and moved to Arizona from Billings, 25 years ago. She worked for Good Samaritan Hospital for six years and as a private-duty nurse. She was a member of Arizona Nurses Association. She is survived by her daughter, Pat Roberts; son; Robert two brothers; eight grandchildren and three greatgrandchildren.

Luella Rogers MESA Luella Udall Rogers, 78, of 751, W. Third Place, died Jan. 1983, at her residence. Mrs. Rogers was born in Eagar and had lived in Mesa since 1965.

She was a graduate of Logan Agricultural College, Utah. She is survived by her husband, Walter daughters, Luella L. Burk and Virginia Powell; son, Glen and six grandchildren. Services will be 2 Tuesday at Mesa 4th Ward, Church of Jesus Christ of Latter-day Saints, 1054 W. Second Place.

Meldrum Mortuary made arrangements. Grace Nutley CITY Grace S. Nutley, 84, retired Brooklyn College English professor, lecturer and author, died Jan. 17, 1983, at Boswell Memorial Hospital. Mrs.

Nutley was the author of The Art of Conversation, and was a lecturer and Arizona president of the United Nations Association in 1972. She was national president of Pan Pacific Southeast Asia Women's Association in 1963 and past New York president of the Pilot Club. She was an associate professor at Brooklyn College for 23 years, retir ing in 1969. Mrs. Nutley, of 9407 109th Drive, was born in Alameda, and moved to Sun City from New York in 1970.

She received a bachelor's degree from University of Washington and master's and doctoral degrees from New York University. She received a Smith Mundt grant to study in the Philippines in 1950 and a Fulbright grant to study in India in 1959. She was a member of Kappa Delta and Pi Lambda Theta sororities, American Association of University Professors, Modern Language Association and College English Association. She is survived by her husband, Cyril daughter, Jean Ferris; and grandchildren. Memorial services will be 1 p.m.

Mr. Barajas was born in Phoenix and was a lifelong resident. He was a former restaurant owner and was a World War II veteran. He is survived by his wife, Alicia; daughter, Bertha DeLaCruz; sons, Rudy Bernal and Jose four sisters and a brother; nine grandchildren and two great -grandchildren. He was a member of Knights of Columbus and American Legion and president of Arizona Court Reporters Association. He was a World War I veteran. F. Schumacher PARADISE VALLEY Frederic V. Schumacher, 69, senior vice president for project development with McCulloch Properties died Jan. 22, 1983, at Scottsdale Memorial Hospital. Mr.

Schumacher, of Casa Blanca Estates, was born in St. Louis and moved Arizona from Anaheim, 20 years ago. He had been project manager for McCulloch's development of Lake Havasu City and Fountain Hills. He formerly served on the Disneyland board of directors in Anaheim, and served on the Seattle World's Fair board of directors in 1963. He also was a member of the Salvation Army advisory board.

He is survived by his wife, Virginia; a sister and a brother. Memorial services will be 2:30 p.m. Tuesday at Messinger Mortuary, 7601 E. Indian School. Opal Schultz MESA Opal M.

Schultz, 64, 1118 S. Daley died Jan. 22, 1983, at her residence. Mrs. Schultz was born in Wausa, and moved to Mesa three years ago.

Fendler, 74, a retired building contractor, died Jan. 22, 1983, at Scottsdale Nursing Home. Mr. Fendler, of 10420 N. 57th was born in Kentucky and moved to Arizona from Dayton, Ohio, 38 years ago.

He was a member of Scottsdale Masonic Lodge and Phoenix Scottish Rite. He is survived by his wife, Nellie; daughter, Lenora Smith; and three grandchildren. Memorial services will be 1 p.m. today at Messinger Mortuary, 7601 E. Indian School.

Ronald Biggs APACHE JUNCTION Ronald Lance Biggs, 38, a boilermaker with Local No. 627, died Jan. 22, 1983, at East Valley Health Service Center. Mr. Biggs was born in St.

James, and moved to Apache Junction 10 years ago. He was an Air Force veteran. He is survived by his wife, Elfie; sons, Curtis J. and Lance mother, Verla two sisters and a brother. Services will be 11 a.m.

Tuesday at Kubler Apache Junction Mortuary, 398 E. Fourth Ave. Luther McCarty Luther Scott McCarty, 86, a retired Maricopa County deputy sheriff, died Jan. 21, 1983, at Veterans Administration Medical Center. Mr.

McCarty, of 3139 N. 20th was born in Missouri and moved to Arizona in 1942. He was a member of the Moose, Elks, American Legion and Veterans of Foreign Wars. He was a World War I veteran. He is survived by his wife, Marjorie; daughters, Rosie Baken and Ira Ware; son, Luther two sisters; 3 brother and two grandchildren.
