Another committee change would prohibit a legislator from defaming or disparaging another member. Current rules already prohibit such action during floor debate. The change would apply to any remarks made by a lawmaker. The changes must be approved by the full House.

Eighteen people, including seven lawmakers, were indicted in the AzScam bribes-for-votes "sting." Thousands of pages of Phoenix police transcripts quote several legislators making disparaging comments about their colleagues. The Associated Press Hie Arizona House Ethics Committee has adopted changes to House rules to make it clear that a member may not accept a campaign contribution in exchange for a vote or speak ill of fellow lawmakers. The changes were recommended by Phoenix lawyer Gary Stuart, who served us special counsel for the House investigation of members who-eithr were indicted or implicated in the "AzScam" political-corruption scandal. Under current House rules, a member may not "solicit, accept or agree to accept" a gift or personal financial benefit in exchange for his vote or influence. Comay, president of the American Jewish Committee, has died at age 53. Mr. Comay was stricken with a heart attack Saturday while driving with his wife, Lstelle, and was pronounced dead at North Hills Passavant Hospital. Estelle Comay said she was able to stop the car in the middle of the highway after the attack. Two weeks ago, Mr.

Comay was re-elected to a second two-year term as head of the committee, which was founded in 1906 to battle anti-Semitism. It has offices in New York, Washington and Jerusalem. Mr. Comay practiced law in Pittsburgh for 12 years before joining Action Industries which markets promotional programs to retailers. He eventually became chairman of the company's board of directors.

Col. George A. Custer III, descendant of Gen. Custer MONROE, Mich. Retired Army Col.

George Armstrong Custer III, who vigorously opposed attempts to rename a national monument dedicated to his great-grandunele, has died at the age of 67. Estranged husband arrested in slaying at his wife's home Robert Fox Leip, 70, of Peoria, a retired civil service personnel management specialist, died May 17, 1991. He was born in Ft. Custer died of a heart attack Saturday at a hospital in Toledo, Ohio, a hospital spokeswoman said. Custer's great-grandunele, Gen. George A. Custer, died with all 225 men in his command at the Battle of the Little Bighorn in southeastern Montana on June 25, 1876. The great-grandnephew was an outspoken opponent of federal proposals to change the name of Custer Battlefield National Monument to the Little Bighorn National Battlefield Park.

The proposals also call for building a monument to the Cheyenne, Sioux and Arapaho Indians who fought Gen. Custer and his 7th Cavalry. Col. Custer lived in Pebble Beach, Calif. He served in World War II, Korea and Vietnam before retiring in 1974.

He earned eight air medals, the Silver Star and the Distinguished Flying Cross. Compiled from reports by The Associated Press. told an operator that Gonzales had stabbed Ruiz in her apartment. Officers found Ruiz, bleeding from a head wound, in a nearby carport, Hayes said. Paramedics were called, but the victim died at the scene.

Later in the morning, an in-law of Gonzales called police and said he was staying at a relative's house in Chandler, Hayes said. Gonzales was accused of first-degree murder and held without bail at the Madison Street jail in Phoenix, according to a supervisor. Gov. Fife Symington has signed legislation that mandates the signs, which urge pregnant women to abstain from drinking alcoholic beverages. "There is no known safe level of drinking for pregnant women," said Carol Keene of Phoenix Fights Back, a substance-abuse program sponsored by the city. "Drinking alcohol during pregnancy causes birth defects, and it's easily preventable."
