Quarrels blamed in death of roommate Victim, suspect 'mentally troubled' By Jim Walsh The Arizona Republic A history of quarrels between two mentally troubled roommates ended Wednesday in the death of one man and the arrest of the other, Mesa police said. Sgt.

Earle Lloyd, a police spokesman, said Kim Bea Wires, 45, called "911" about 1 p.m. and said he had just shot his. roommate. Police arrived at Wires' apartment in the 1800 block of East Covina Street to find his 39-year-old roommate, Brian Huntley, in a bedroom, dead of several gunshots. A handgun also was found.

Police refused to release a recording of Wires' 911 call, saying his statements are part of the evidence against him. "From every indication we are getting from people, they (the roommates) appear to be a little mentally deficient," Lloyd said. The roommates often quarreled, neighbors said, adding that the victim's mental disability made him sometimes act in ways that grated on Wires. Huntley "was a real good guy," said Walter Brown, a longtime friend of both men. "He was kind, and he was pretty much generous." But Brown said Huntley also would dwell on certain thoughts and events, repeating phrases over and over.

Brown said Wires usually was less aggressive than his roommate but may have "flipped out" from the stress caused by Huntley's behavior. "I would have never thought that Ben would have shot somebody," he said. Another neighbor, who asked to remain anonymous, said Wires used to play ball with her greatgrandchildren and did chores for residents of the complex. "Ben was a very nice man. I feel sorry for him," she said.

Passed a bill giving public schools the freedom to develop their own open-enrollment policies for accepting out-of-district students. Gov. Fife Symington already has signed this bill into law, Passed a bill making it clear that the state Board of Education and the state Board for Charter Schools each may approve 25 charter schools a year and that charter-school employees may join the Arizona Retirement System. Rejected a proposal that would have created a $30 million fund to help poor school districts build structures and remodel aging and unsafe facilities.

Rejected a hill that would have allowed the state to place public schools into receivership if they failed to meet certain academic standards or if they misused state funding. Rejected a proposal to fund a stae-run, $6 million "military institute" at the former Williams Air Force Base. Rejected a proposal to reduce student-teacher ratios in public schools to 15-1 in kindergarten through the third grade by the year 2000.
