6 grandchildren and 8 great also survive. Services and burial will be in California. SPOTTS, Ralph 86, a longtime resident of Laveen, AZ, died April 11, 1995, at Phoenix Memorial Hospital. Mr. Spotts was born January 23, 1909, in Coleman, TX, and moved to Phoenix as a child.

He operated the Laveen Store from 1936, and, with his brother and father, the Tamarak Market in South Phoenix before moving to Laveen in 1947 as owner of the Laveen Store. He later was appointed Postmaster of Laveen, a position he held until his retirement in 1978. He was member of the Laveen Lions Club, served as Chair of the Laveen Community Council, and was very active in the Laveen Baptist Church where he served as Deacon for more than 30 years. He is survived by his wife, Agnes, of Laveen; three children, Charles Paso Robles, CA, Robert of Oakley, CA, "and Karen Gagnard, of Littleton, CO; two brothers; one sister; seven grandchildren; seven great-great grandchildren; surviving three step-children, Patricia Kenneth Eddy, and Thomas Eddy; eleven step and ten stepgreat-grandchildren. H. Rowen, Post' writer Republic Wire Services WASHINGTON Hobart Rowen, an economics and business columnist at The Washington Post whose work was syndicated in other newspapers, died Thursday at Sibley Memorial Hospital in Washington. He was 76 and lived in Somerset, Md. The cause was cancer, a spokesman for The Post said. Mr.

Rowen was instrumental in building The Post's coverage of national and foreign financial news. He became The Post's chief economics correspondent in 1975, the year that he began a syndicated column. He received a lifetime achievement award from the Gerald R. Loeb Foundation. A native of Burlington, he graduated from City College of New York in 1938.

By 1941, he had become the Journal of Commerce's Washington correspondent and served in the information division of the federal War Production Board during World War II. He was a columnist for Newsweek before joining The Post in 1966. Rowen wrote a book, published last year, Self-Inflicted Wounds: From LBI's Guns Butter to Reagan's Voodoo Economics, that recounted his career and outlined his views on economic policy. He is survived by his wife, Alice Stadler Rowen; a daughter, Judith Vereker; and sons, James and Daniel. John Chamberlain, syndicated columnist WASHINGTON John Chamberlain, a syndicated columnist, book critic and author whose journalism career spanned more than six decades, has died.

Mr. Chamberlain, 91, died Sunday in New Haven, Conn. He was a longtime resident of Cheshire, Conn. Mr. Chamberlain had been associated with such newspapers and magazines as The New York Times, Wall Street Journal, Barron's and Life magazine.

He produced eight books, including a collection of his writings, The Turnabout Years, published in 1992. For 25 years, until 1985, he wrote a syndicated column for King Features. He a also was an editorial-page writer for The Wall Street Journal for 10 years, ending in 1960. He is survived by his wife of 39 years, Ernestine Stodelle Chamberlain; two daughters; a son; a stepdaughter; two stepsons; a brother; and 19 grandchildren and three greatgrandchildren. Visitation: 2 Greer-Wilson Funeral Buckeye Road. NEW YORK Sidney Jacobs, a renowned trainer of Thoroughbred racehorses, has died of heart and liver disease at age 87. Mr. Jacobs, who died Sunday, began training horses professionally after World War II, joining the family business. One of his horses, Tudor Era, won the 1958 Washington, D.C., International, but was dropped to second place in a disputed stewards' ruling.
