Monday, February 10, 1997 The Arizona Republic B3 Legislator cut from different cloth Associated Press CONCORD, N.H. The words tame out differently over the years. relatives, acquaintances, co-. workers, friends always meant the 1 1 four simple words she spoke told a very important story. The speaker said this: "Good morning, Representative Leonard." For newly minted state Rep.

Peter Leonard, D-Manchester, legislative philosophy comes down to one thing: "I'm not a doctor, lawyer, judge, businessman. I'm me." That he is. In a sea of serious legislative (aces, this is a man with a smile for; everyone and a sincere, open demeanor that makes Forrest Gump seem standoffish. Leonard was born in Manchester in 1944, grew up there and, he adds with no hesitation, was held back in kindergarten because of his difficulties with reading and spelling. Over the years, he married twice, divorced twice and had three children.

He worked on and off. For a time, he trolled Manchester's streets with a pick and basket, removing trash for the city. He worked at a shoe shop. He did maintenance at the Palace Theater. Last November, he ran for representative, spending a total of $43 on fliers and a few signs.

Later, in the voting hall, when the clerk announced he'd won, he said, "I jumped out of the chair and got this big smile on my face." On a recent rainy morning, he is standing in the Manchester bus station, awaiting the Concord Trail-ways bus that will take him on the half-hour ride to the capital and bring him back later that day, all for $5.55. He's already introduced legislation on handicapped accessibility, tree planting to avert mudslides, banning out-of-state sweepstakes and preserving vaudeville theaters. Today, he has an appointment with House Speaker Donna Sytek. "So you've introduced a lot of bills, I see," Sytek said. "I'm willing to learn and I'm willing t6 help out," he said.

"You've come to the right place," Sytek replied. ame imng: iou can i. iou never make anything of yourself. Don't jeven try. I He is 53 years old, learning- oisaoiea, ana nas no pnone, no car, no permanent residence other than a modest room at the Cadillac Motel.

His working life has been a acnes ui ilia uiu siana, lie uas, been unemployed for years. So when Peter Leonard stood before the speaker of his state's House of Representatives in her wood-paneled corner office, the Jim ColeAssociated Press New Hampshire state Rep. Peter Leonard (center) was jobless before his election. But he has jumped into his legislative job with both feet and has been assigned to the House Transportation Committee. 1 3 v4 J- TJ OBITUARIES Kids get head start on arts Butzine's ARTWEB program, which is now nationally recognized.

Art has made a big impact on Butzine's life. She calls it "the gift I gave to myself." She also felt it was the one gift she could offer the children. "It's very important to me that these children learn that they can "positively express where they are and who they are through visual art and dance," Butzine said. The ARTWEB program helps kids solve life's issues with art, since art has been a form of expression since the beginning of time, Butzine said. "They learn how to communicate through art," she said.

KIDS, fmm page Bl Lewkowitz learned of Butzine's work through the Phoenix Arts Commission and volunteered to help her write a grant. The program is expanding into theater and performance arts. This year's theme is movement and anatomy. Butzine has ARTWEB working in collaboration with Ballet Arizona, the Phoenix Art Museum, and the Herberger Theater. "She tied in all these groups to get these kids involved in the performing arts," Lewkowitz said.

The Japanese captured his father in the Philippines and imprisoned him in Manchuria. "I wound up taking part in the invasion of the Philippines in 1945, and my brother, Jim, did, too," Rutherford said.

"Then we learned that our father's POW camp had been liberated by the Russians. He was brought back to the Philippines and we had quite a reunion, I can tell you." John Martin served as a 17-year-old in the closing months of World War II, then as a lieutenant in Korea. He got his 1918-manufacture Springfield rifle in 1953 when he came home. Martin is one of the organizers of the Washington's Birthday match. The match, which organizers say is the nation's oldest continuously held rifle competition, began in 1 893 with a state-militia marksmanship contest at the National Guard shooting range at Papago Buttes.

Shooters enter the match in teams of four. Entrants may use only rifles used by the United States military during this century, including the 1903 Springfield, the M-l, M-l Carbine, M-14, M-l 6 or its commercial equivalent, the AR-15. Martin also noted that Arizona shootists helped shape state history in a way quite visible today. In 1911, when Arizona was still a territory, its National Guard rifle teams were competing in matches at Camp Perry, Ohio. Team Capt.

Charles W. Harris, noting that other teams were competing under state flags, designed a flag for Arizona's contingent. Nan D. Hayden, wife of National Guardsman and future Arizona Sen. Carl Hayden, sewed the flag.

In 1912, Arizona became a state, minus an official banner. In 1915, the Legislature solved that problem by adopting the Harris design as the state's official flag. 801 Funeral Announcements GRABER, Hilda age 84, died Feb. 1997 at Prairie Sunset Manor rrenv rrairie, Kansas, sne 1911 at Pretty Prairie, me was born Jan. 23.
